theapproximationofthelawsoftheMemberStatesrelat-
ingtomaterialsandarticlesintendedtocomeintocontact
withfoodstuffs(
3)establishedgeneralprinciplesforelimi-
natingthedifferencesbetweenthelawsoftheMember
Statesasregardsthosematerialsandarticlesandprovided
fortheadoptionofimplementingdirectivesconcerning
specificgroupsofmaterialsandarticles(specificdirectives).
Thisapproachwassuccessfulandshouldbecontinued.
Thespecificdirectivesadoptedunder
Directive89/109/EECingeneralcontainprovisionswhich
leavelittleroomfortheexerciseofdiscretionbytheMem-
berStatesintheirtranspositionbesidesbeingsubjectto
frequentamendmentsrequiredtoadaptthemrapidlyto
technologicalprogress.Itshouldthereforebepossiblefor
suchmeasurestotaketheformofregulationsordecisions.
Atthesametimeitisappropriatetoincludeanumberof
additionalsubjects.Directive89/109/EECshouldtherefore
bereplaced.
(3) TheprincipleunderlyingthisRegulationisthatanymate-
rialorarticleintendedtocomeintocontactdirectlyor
indirectlywithfoodmustbesufficientlyinerttopreclude
