RespondingtoevidentneedandattherequestofTheAmericanSocietyofMechanicalEngineers,
theAmericanStandardsAssociationinitiatedProjectB31inMarch1926,withASMEassole
administrativesponsor.Thebreadthofthefieldinvolvedrequiredthatmembershipofthe
SectionalCommitteebedrawnfromsome40engineeringsocieties,industries,government
bureaus,institutes,andtradeassociations.
Initialpublicationin1935wasastheAmericanTentativeStandardCodeforPressurePiping.
Revisionsfrom1942through1955werepublishedasAmericanStandardCodeforPressure
Piping,ASAB31.1.Itwasthendecidedtopublishasseparatedocumentsthevariousindustry
Sections,beginningwithASAB31.8-1955,GasTransmissionandDistributionPipingSystems.
ThefirstPetroleumRefineryPipingCodeSectionwasdesignatedASAB31.3-1959.ASAB31.3
revisionswerepublishedin1962and1966.
In1967–1969,theAmericanStandardsAssociationbecamefirsttheUnitedStatesofAmerica
StandardsInstitute,thentheAmericanNationalStandardsInstitute.TheSectionalCommittee
becameAmericanNationalStandardsCommitteeB31andtheCodewasrenamedtheAmerican
NationalStandardCodeforPressurePiping.ThenextB31.3revisionwasdesignatedANSI
B31.3-1973.Addendawerepublishedthrough1975.
AdraftCodeSectionforChemicalPlantPiping,preparedbySectionCommitteeB31.6,was
readyforapprovalin1974.Itwasdecided,ratherthanhavetwocloselyrelatedCodeSections,
tomergetheSectionCommitteesanddevelopajointCodeSection,titledChemicalPlantand
PetroleumRefineryPiping.ThefirsteditionwaspublishedasANSIB31.3-1976.
InthisCode,responsibilityforpipingdesignwasconceptuallyintegratedwiththatforthe
overallprocessingfacility,withsafeguardingrecognizedasaneffectivesafetymeasure.Three
categoriesofFluidServicewereidentified,withaseparateChapterforCategoryMFluidService.
Coveragefornonmetallicpipingwasintroduced.Newconceptswerebetterdefinedinfive
Addenda,thefourthofwhichaddedAppendixM,agraphicaidtoselectionoftheproperFluid
Servicecategory.
TheStandardsCommitteewasreorganizedin1978asaCommitteeoperatingunderASME
procedureswithANSIaccreditation.ItisnowtheASMECodeforPressurePiping,B31Committee.
Sectioncommitteestructureremainsessentiallyunchanged.
ThesecondeditionofChemicalPlantandPetroleumRefineryPipingwascompiledfromthe
1976EditionanditsfiveAddenda,withnonmetalrequirementseditoriallyrelocatedtoaseparate
Chapter.ItsnewdesignationwasANSI/ASMEB31.3-1980.
SectionCommitteeB31.10hadadraftCodeforCryogenicPipingreadyforapprovalin1981.
Again,itwasdecidedtomergethetwoSectionCommitteesanddevelopamoreinclusiveCode
withthesametitle.TheworkofconsolidationwaspartiallycompletedintheANSI/ASME
B31.3-1984Edition.
SignificantchangesweremadeinAddendatothe1984Edition:integrationofcryogenicrequire-
mentswascompleted;anewstand-aloneChapteronhigh-pressurepipingwasadded;and
coverageoffabrication,inspection,testing,andallowablestresseswasreorganized.Thenew
EditionwasredesignatedasASME/ANSIB31.3-1987Edition.
AddendatosubsequentEditions,publishedatthree-yearintervals,havebeenprimarilyto
keeptheCodeup-to-date.NewAppendiceshavebeenadded,however,onrequirementsfor
bellowsexpansionjoints,estimatingservicelife,submittalofInquiries,aluminumflanges,and
qualitycontrolinthe1990,1993,1999,and2002Editions,alldesignatedasASMEB31.3.
InaprogramtoclarifytheapplicationofallSectionsoftheCodeforPressurePiping,changes
arebeingmadeintheIntroductionandScopestatementsofB31.3,anditstitleischangedto
ProcessPiping.
